This is a pretty bizarre looking curve to me. Would this technically be a flare? I'm fairly new to all of this and I have little knowledge of the science behind all of this.

No this is not a flare. Flares cause abrupt increases in brightness that only last for a few hours.
This light curve shows a slow decrease in brightness thoughout the entire observation period. This might just be an artifact of the data processing procedure or the star could have some long-term instrinsic variability.
